Has anyone ever been at an audition where the personnel manager of the orchestra was the proctor? I was just did one where that was the case, and it seemed unusual and maybe even suspect to me.
yes, very common. I've seen many different people in the room as the proctor, including artistic operations, asst. PM, etc. They are all doing different things throughout the day to helf facilitate.
Orchestras often have ***, Librarians, basically anyone working the audition that day to help facilitate. Some orchestras even have tenured musicians sit in as the proctor, I know I’d much prefer the former!

This is very common, and in many ways can be preferable to other scenarios (as has already been mentioned)
